Carrollton City Schools is one of 26 public school districts in Georgia participating in Race to the Top, a federal funding initiative channeled through the Georgia Department of Education and other state education agencies nationwide. RT3, as it is commonly called, primarily is designed to "support new approaches to school improvement," according to the Georgia DOE. For Georgia, and its 26 partner school districts, there are four major reform areas:
- Recruiting, preparing, rewarding, and retaining effective teachers and principals, especially where they are needed most
- Adopting standards and assessments that prepare students to succeed in college and the workplace and to compete in the global economy
- Building data systems that measure student growth and success, and inform teachers and principals about how they can improve instruction
- Turning around our lowest–achieving schools
